As Cambodia continues to navigate the complexities of global trade, equipping its trade policy advisory bodies, such as the Trade Policy Advisory Board (TPAB), with advanced analytical tools is critical for effective decision-making. The UNESCAP’s Trade Intelligence and Negotiations Advisor (TINA) platform, while offering robust analysis and simulation capabilities for bilateral trade, falls short in providing the level of detail necessary to distinguish between raw materials, semi-finished, and finished goods. This limitation makes it difficult to develop trade policies that fully align with Cambodia’s strategic economic interests in the region, especially as Asia becomes increasingly integral in global trade dynamics.
To bridge this gap, it is proposed that TPAB gains access to additional comprehensive trade databases, such as the International Trade Center (ITC) Trade Map and Export Potential Map, alongside the Australian CAPRED database. The ITC Trade Map offers precise Harmonized System (HS) Code classifications, allowing for a more granular examination of trade flows, distinguishing raw materials, semi-finished goods, and finished products. The Export Potential Map provides valuable insights into actual versus potential export volumes, highlighting untapped opportunities and potential trade partners, critical for Cambodia’s growth in the Asian market.

1. Granular Trade Analysis

  • HS Code Classification: The ITC Trade Map database categorizes goods at a detailed level, allowing for analysis of Cambodia’s trade flows with more precision. By distinguishing raw materials from semi-finished and finished goods, it will be easier to identify value-added opportunities and sectors that require targeted policies for development.
  • Export Potential Insights: The Export Potential Map will shed light on underutilized export sectors, enabling TPAB to craft trade policies that focus on expanding Cambodia’s market reach, especially in emerging Asian markets.

 

  • Managing Trade Deficits: With detailed data on imports and exports, Cambodia can design policies that prioritize exports of higher-value finished goods. This would be crucial for addressing Cambodia’s trade deficit and reducing dependence on imports of semi-finished and finished products.
  • Export Diversification: By accessing detailed export potential insights, TPAB can explore new markets for Cambodia’s products and diversify its export base. This will be vital for positioning Cambodia as a key trade player in Asia.
  • Improved Trade Negotiations: Armed with in-depth trade data from various sources, TPAB can advocate for better trade deals that align with Cambodia’s development goals and strengthen its position in negotiations with key Asian trade partners.
Overcoming Data Limitations: By blending the strengths of each database—TINA’s scenario simulations, ITC’s detailed trade data, and the Export Potential Map’s market insights—TPAB can overcome the limitations of any single platform, enabling a more holistic view of Cambodia’s trade environment.
Data-Driven Decision Making: With integrated data from multiple sources, TPAB can base its trade strategy on comprehensive insights, aligning policies with national economic goals, and addressing critical issues like the ongoing US-China de-risking trend.
To fully harness the potential of these trade databases, it is recommended that Cambodia develop a national Trade Analysis Platform. This platform would seamlessly integrate data from TINA, ITC Trade Map, Export Potential Map, and CAPRED, creating a powerful tool for Cambodia’s trade policy formulation.
The proposed platform should include:
  1. Data Integration Layer: A module that consolidates data from various sources, ensuring a user-friendly experience with a single access point for trade data.
  2. HS Code & Export Potential Analytics: Tools that allow detailed analysis of goods by HS code and insights into export potential, focusing on untapped opportunities in key Asian markets.
  3. Customizable Reporting & Dashboards: Features that enable TPAB and other stakeholders to generate reports and visualize data for informed decision-making.
  4. Capacity Building: Continuous training programs for stakeholders to ensure the effective use of the platform and its integrated data sources.
The integration of comprehensive trade data from TINA, ITC Trade Map, Export Potential Map, and CAPRED into a national platform will equip Cambodia’s policymakers with the tools needed to craft more effective trade policies. By enhancing Cambodia’s trade analysis capabilities, TPAB can develop strategies that promote export diversification, reduce trade deficits, and position Cambodia for success in an increasingly competitive Asian market. As global economic dynamics shift, particularly with US-China de-risking trends, these tools will empower Cambodia to remain agile and strategic in its trade policy formulation, ensuring long-term growth and sustainability in the region.
